The initial rolling stock comprised 17 horse tramcars and 75 horses, all inherited from the Wolverhampton Tramways Company. On the 1st October 1969, Wolverhampton Corporation Transport Department was merged with the fleets of Birmingham, Walsall and West Bromwich to form the West Midlands Passenger Transport Executive, finally realising the Black Country ideal of the BET proposed some 76 years earlier and ending almost 70 years of independent municipal operations in Wolverhampton.
